priorities

Gilmour announces legislative agenda
Manchester, MO -- As the hotly contested Missouri Senate race
enters the final two weeks before election, Senator Jim Talent and
Missouri State
Auditor Clair McCaskill have predictably resorted to airing negative
campaign ads. Meanwhile, Libertarian candidate Frank Gilmour is
promoting a new, specific legislative agenda.
"It's like I've been saying all along," said Gilmour, "the politicians
of the two main parties give us bickering instead of legitimate
debate. While Talent and McCaskill spend their huge campaign
budgets slinging mud, I continue to focus on the issues."
In announcing this set of priorities, Gilmour admits that he is not
bringing up anything unexpected: "These are the issues that I've
been focusing on throughout the campaign. I'm just trying to give
the voters a clearer idea about where I stand, and to give them a more
concrete idea about what I intend to do in Washington."
Gilmour's statement of priorities includes the following points:

Government
Spending: Being from outside the two-party structure, I
will use my position to expose wasteful "earmark" spending in all areas
of government. I will direct my staff to make this our highest
priority, bringing the concept of Senator William Proximire's "Golden
Fleece Awards" back onto the political stage.

Budget Accounting:
I will sponsor legislation to change the way the Federal deficit is
reported. The deficit currently does not include borrowing from
the Social Security trust fund. It should. In fiscal year
2006 the reported deficit was less than $250 billion but the national
debt rose by over $570 billion. The larger number, which includes
borrowing from the Social Security trust fund, is a better measure of
Congress's current lack of spending restraint.

The War in
Iraq: I will support any and all legislation that would
lead to a withdrawal of our troops from Iraq. We should not be
asking our military to engage in occupation and nation-building.
It's time to bring our troops home and turn over the affairs of Iraq to
its own people.

Homeland Security:
I will sponsor and support legislation to repeal provisions of the
Patriot Act and the Military Commissions Act that I believe infringe on
our Constitutional rights.

Eminent
Domain: I will sponsor, support and promote a
Congressional joint resolution that the Supreme Court decision in Kelo did not conform to the
principles of our Constitution. There are three branches of
Government whose members are sworn to uphold the Constitution, and
Congress is supposed to represent the people. They should do so
clearly on this issue.

NAIS:
I will sponsor legislation to repeal any provisions of current law that
grant authority to the USDA for implementing a National Animal
Identification System.
Gilmour recognizes other issues will occupy much of his time in
Washington: "I will apply my principles consistently. My basic
philosophy is this: What you do is none of my business until you
impose it on me. I stand for limited government, individual
freedom and honest accountability by our elected officials."
